SUMMARY:U-CERT & EPB Center - Web workshop - Building Energy Performance Certificates: Convergent evolution?!
DESCRIPTION:Building Energy Performance Certificates (EPCertificates\, EPCs) have now been around in the EU’s Member States for at least 10 years. Underpinned by the Energy Performance of Buildings Directive (EPBD)\, building performance assessment methodologies (and related certification processes) have been prepared at national level leading to more than 30 different methodologies (in some cases several within the same country). \nThe overall context is somewhat different now in 2021 from when EPCs were first introduced. Buildings are acknowledged as one of the key focus areas for delivering the European Green Deal and more specifically the Renovation Wave Strategy. Furthermore\, finance is becoming more and more available and will reach in the coming decades the needed scale to digitally transform buildings not as a goal in its own right\, but as means to an end for reaching by 2050 a healthy\, safe\, efficient and sustainable EU building stock. \nPolicy and finance for buildings are rolling in the needed direction\, however on the technical side the EU’s market is still fragmented due to the different approaches of the Member States. SUMMARY:IAs reinforcing and complementing the current building energy performance schemes
DESCRIPTION:With the Renovation Wave Strategy\, the European Commission aims to at least double renovation rates in the next ten years and make sure renovations lead to higher energy and resource efficiency. This will enhance the quality of life for people living in and using the buildings\, reduce Europe’s greenhouse gas emissions\, foster digitalisation and improve the reuse and recycling of materials.\nFor supporting this overarching aim the European Commission plans to further improve the EU Energy Performance of Buildings Directive (EPBD) having foreseen in its 2021 work programme a legislative proposal to revise the EPBD\, together with an accompanying impact assessment\, to be adopted in Q4 2021.\n\nWhat’s at stake for Energy Performance Certificates?\nAccording to Building Performance Institute Europe\, these are the most salient aspects in the EU Renovation Wave Strategy reinforcing the role of Energy Performance Certificates:\n\n\n\nIntroducing mandatory minimum energy performance requirements (MEPS): When gradually phased in\, enabled by well-functioning energy performance certificates (EPCs) and financing\, MEPS can successfully tackle the worst performing buildings.\nMore effective EPCs\, integrated with a digital building logbook\, building renovation passport\, smart readiness indicator\, Level(s): As quality and increased availability of EPCs are necessary to guide occupants’ choices\, the Renovation Wave suggests reinforcing and strengthening existing EPCs\, introducing a more standardised format for digital use and improved accessibility\, supported by smart technologies.\nBetter data for buildings: Effective building policies and measures can only be designed and implemented with consistent and reliable data\, for example on energy consumption or environmental performance. The Renovation Wave proposes the introduction of a digital building logbook as a common repository for all relevant data over the entire lifecycle of the building\, and to strengthen data collection through an updated EPC framework\, with stringent rules on availability and accessibility of databases. The European Commission will also explore if and how the European Building Stock Observatory can become more reliable and robust.\n\nAn additional noteworthy development is the soon to become intrinsic link between Energy Performance Certificates and financing dealt with also via the Platform on Sustainable Finance assisting the European Commission in developing its sustainable finance policies\, notably the further development of the EU taxonomy (classification system\, establishing a list of environmentally sustainable economic activities). The renovation wave is considered as an opportunity to spur the development of green loan and mortgage financing.\nAn upgraded system of Energy Performance Certificates demonstrating efficiency gains will allow banks and other financial institutions to offer credit and mortgage financing to green their portfolios and to pool buildings as a collateral for the issuance of covered bonds. A number of market-led initiatives are already piloting innovative schemes for energy efficiency loan and mortgage financing. DESCRIPTION:This webinar is the first in the ‘Achieving the 2030 Climate Goals’ series\, and will explore innovative business models of European one-stop-shops as a means of increasing renovation uptake in the residential sector\, and decreasing carbon emissions related to buildings.\nThe building sector is responsible for more than one third of the European Union’s carbon emissions\, yet only 1% of buildings undergo energy efficiency renovations per year\, with the deep renovation rate being at a staggering 0.2%. As such\, renovation activity needs to increase considerably to put the sector on track for meeting the region’s 2030 climate goals. Join us as BPIE and GNE Finance address this issue and propose immediate actions to be taken within a European residential context. Innovative business models used among Spanish\, French\, and Irish one-stop-shops will be presented in connection with the Turnkey Retrofit and EuroPACE projects\, while the possibility of their replication in other EU communities will be discussed. \nThe European Commission and the EIB have issued a call for the creation of one-stop-shops to provide tailored energy efficiency renovation advice and financing solutions to homeowners to encourage the Renovation Wave. Vorschläge für Änderungen in den Formblättern der Energieausweise erarbeitet. \nUm die Benutzerfreundlichkeit des aktuellen und des optimierten Energieausweise zu bewerten\, ist ein Nutzer-Feedback unabdingbar. Unser Feedback zum aktuellen Energieausweis liefert der dena als dem deutschen Projektpartner wertvolle Hinweise bezüglich der verbesserungswürdigen Elemente. It contains an action plan with specific regulatory\, financing and enabling measures for the years to come and pursues the aim to at least double the annual energy renovation rate of buildings by 2030 and to foster deep renovations. This goal requires a revision of the relevant EU legal act\, the Energy Performance of Buildings Directive 2010/31/EU (EPBD). The revision will focus on provisions that are central to boosting building renovation. \nThe Commission gathered the public’s view on the Inception Impact Assessment of the EPBD (22 February – 22 March) and will shortly launch a public consultation on the revision of the directive.  In addition\, we are organising a series of 5 workshops aiming to obtain stakeholders input to the preparation of the revision. \nThis is the second of the workshops and it will focus on minimum energy performance standards for existing buildings. DESCRIPTION:Workshopens syfte:  \nSyftet är att få in svenska synpunkter på resultat från projektet. \nEtt policydokument\, så kallat Green paper\, har tagits fram med förslag på förbättringar vad gäller utförande\, certifiering och användning av energideklarationer (qualdeepc.eu). Förslagen är inriktade på sju prioriteringsområden: \n\nFörbättring så att de åtgärdsförslag som lämnas i energideklarationerna bättre beskriver möjligheter för omfattande energirenovering av det befintliga beståndet.\nUtveckling av ett online-verktyg som kan användas för att jämföra åtgärdsförslagen i en energideklaration med framtagna rekommendationer för omfattande energirenovering\nUtveckling av ”Deep Energy Renovation Network Platforms” som ska fungera som one-stop-shops för fastighetsägare och/eller som forum för nätverkande mellan olika professionella aktörer.\nObligatorisk regelbunden utbildning för certifierade energiexperter\nHög användarvänlighet vad gäller utformningen av energideklarationsformuläret.\nFramtagande av en frivillig eller obligatorisk guide för annonsering av energideklarationer.\nFörbättring av efterlevnaden av kravet på användning av energideklarationer i försäljningsannonser.\n\nDessa förslag kommer att presenteras närmare under workshopen och skall diskuteras med avseende på: \n\nRelevans för det nationella energideklarationssystemet och förenlighet med nationella förutsättningar\nFör- och nackdelar med implementering i respektive land\nBehov av komplettering eller reducering av innehållet\n\nUpplägg: \nWorkshopen är uppdelad på två tillfällen. SUMMARY:QualDeEPC National Expert Workshop SWEDEN - Part 1
DESCRIPTION:Workshopens syfte:  \nSyftet är att få in svenska synpunkter på resultat från projektet. \nEtt policydokument\, så kallat Green paper\, har tagits fram med förslag på förbättringar vad gäller utförande\, certifiering och användning av energideklarationer (qualdeepc.eu). Förslagen är inriktade på sju prioriteringsområden: \n\nFörbättring så att de åtgärdsförslag som lämnas i energideklarationerna bättre beskriver möjligheter för omfattande energirenovering av det befintliga beståndet.\nUtveckling av ett online-verktyg som kan användas för att jämföra åtgärdsförslagen i en energideklaration med framtagna rekommendationer för omfattande energirenovering\nUtveckling av ”Deep Energy Renovation Network Platforms” som ska fungera som one-stop-shops för fastighetsägare och/eller som forum för nätverkande mellan olika professionella aktörer.\nObligatorisk regelbunden utbildning för certifierade energiexperter\nHög användarvänlighet vad gäller utformningen av energideklarationsformuläret.\nFramtagande av en frivillig eller obligatorisk guide för annonsering av energideklarationer.\nFörbättring av efterlevnaden av kravet på användning av energideklarationer i försäljningsannonser.\n\nDessa förslag kommer att presenteras närmare under workshopen och skall diskuteras med avseende på: \n\nRelevans för det nationella energideklarationssystemet och förenlighet med nationella förutsättningar\nFör- och nackdelar med implementering i respektive land\nBehov av komplettering eller reducering av innehållet\n\nUpplägg: \nWorkshopen är uppdelad på två tillfällen. DESCRIPTION:EU-level expert workshop:\nNext generation Energy Performance Certificates and Deep Renovation\nThe Horizon-2020 project QualDeEPC – Increasing the quality and cross-EU convergence of Energy Performance Certificate (EPC) schemes\, and enhancing the link between EPCs and deep renovation – aims to improve the practical implementation of EPCs. This involves the assessment\, issuance\, design\, and use of EPCs as well as their renovation recommendations\, in Germany\, Greece\, Bulgaria\, Latvia\, Hungary\, Spain and Sweden. In November 2020 the QualDeEPC project published its Green Paper on Good Practice in EPC Assessment\, Certification\, and Use. This Green Paper provides analysis\, policy proposals and draft descriptions of tools on the seven areas that the project has identified as its priorities for the development of enhanced EPC schemes that could be used in all EU Member States: \n\nImproving the recommendations for renovation\, which are provided on\nthe EPCs\, towards deep energy renovation\nOnline tool for comparing EPC recommendations to deep energy\nrenovation recommendations\nCreating Deep Renovation Network Platforms\nRegular mandatory EPC assessor training on assessment and\nrecommendations required for certification/accreditation and registry\nHigh user-friendliness of the EPC\nVoluntary/mandatory advertising guidelines for EPCs\nImproving compliance with the mandatory use of EPCs in real estate\nadvertisements\n\nIn this EU-level workshop\, QualDeEPC will present these proposals. SUMMARY:QualDeEPC National Expert Workshop HUNGARY
DESCRIPTION:Fókuszban a felhasználóbarát energiatanúsítvány\, azaz a QualDeEPC projekt keretében elkészítetett és fissen publikált “Zöld könyv” szakmai vitája és szakértői párbeszéd az érdekelt felek között \nKedves Kolléga\, Magyarországon a budapesti Műszaki és Gazdaságtudományi Egyetem és az Energiaklub koordinálja a H2020-as QualDeEPC\, azaz Újgenerációs\, a mélyfelújításokat előtérbe helyező európai épületenergetikai minősítő rendszer kifejlesztése című projektet. A program a frissen publikált ún. Zöld könyvvel mérföldkőhöz érkezett. Ez a tanulmány tartalmazza a hét partnerország teljes épületenergetikai tanúsítási folyamatának áttekintését és javaslatot tesz a felülvizsgálatra. Ezeket az eredményeket és a lehetséges fejlesztéseket a hamarosan változó hazai szabályozás tükrében különösen fontos és időszerű megvitatni a legrelevánsabb hazai szakmai szervezetekkel és szakemberekkel. \nSzeretettel meghívjuk a Zöld könyv eredményeiről és az épületenergetikai tanúsítás legaktuálisabb szabályozási kérdéseiről szóló Fókuszban a felhasználóbarát energiatanúsítvány című workshopunkra.\nA rendezvényt a koronavírus járvány miatt online szervezzük meg\, az esemény linkjét januárban küldjük.
